Can ESRI's Setinel2 layer be used offline?

I have a map created in ArcGIS Online that just has ESRI's Sentinel2 layer and the topo basemap in it. I'm trying to make the map available to use offline but I don't see the offline option in the map's settings. Does anyone know if the Sentinel2 layer is available to use offline? I have never made a map available for offline viewing. Are there any obvious tricks that I could be missing here?
