Lidar wont allow map to be taken offline?

Adding another tile map layer that has 2 lidar datasets in it renders my map unable to be downloaded. The download button disappears completely. Remove the layer from the map in AGOL and refreshing the device allows me to download it again. Not sure whats going on here.
