I want to know if there is a way to add printing service to ArcGIS online - Operation dashboard ? I need your help plz
and how I can configure the printing layout ?

Operations Dashboard does not have a Print widget that you can add. You can use Ctrl+P to start the normal print options, or use print screen and past it into the application where you prefer to print from.
Since the Operation Dashboard is designed to work with data in real time, is there a specific use case for you to want to print the Dashboard? You could always create an idea in GeoNet:https://community.esri.com/community/arcgis-ideas
