Joining tables by multiple attributes

Hey everyone,

I am trying to join a table I created to a boundary file. I am trying to show values by county but being that the same county name appears in multiple states I'm having difficulty joining the tables correctly. I can only do a "join by attributes". I need to join both county and state but I can only select one attribute for the join which results in a table with the same county name that is located in other states.
