Is it possible to convert .tfw files to vector data?

I have around 1800 tiff and tfw files. Is there anyway to batch convert this into vector (shp or dwg) files?

I am adding a point to the above question, here the vector file is nothing but the layout (the outer extents of tiff).
Hope it gives better understanding....
