Can "Select By Location" be incorporated into ModelBuilder model?

I am new to ModelBuilder and was just wondering if "Select by Location" and/or "Select By Attributes" can be incorporated into a model?  Thank you

Select By Location and Select By Attribute work on feature layers, not data on disk.  Use the Make Feature Layer tool first, then connect the output to the next process.

It does not allow you to use a layer from disk as your input layer??? Why not? I have a process that is running that creates a buffer from three seperate shapefiles, then I am using the Select By Location to select streams that are within that buffer, but it wont let me use the stream layer as an input layer... I dont get it.
