Integration of Non Spatial data and spatial data in ArcGIS Portal 10.2

I have a state boundary map of a country and i have non spatial data table which contains data regarding each state.
How do i integrate the non spatial data with my map.
The requirement is when i click on a particular state the data regarding that state should appear from the non spatial table.
Is this possible in Portal directly or i have to join the table in Arcview manually and then publish on arcgis server.

To enable the display of your attribute table data when you click on a state feature in your map (in the Portal map viewer), you will need to join that table to the feature layer in ArcMap, then publish it as a map service.
