Public Tool to Extract Portion of Private Data?

I've gone down a couple different rabbit holes, but I haven't been able to find a solution for this scenario:

We're trying to streamline data extract requests from the public. The problem is we've been asked to not publicly expose the entire dataset (utilities data). Is there an existing solution out there?

I was thinking a script/tool that would take a user's bounding box input, extract the data, and make it available for download. Ideally it wouldn't require the user to have an ArcGIS Online account.
