I created a new Track Viewer, I'm administrator in ArcGIS Online Organization, but when I'm trying to add users for Who can see tracks in this view? appears another user of my organization as owner of the Track View, and I don't know why
The account that enabled location tracking (and owns the main location tracking service) for your organization will own all of the track views. When a non-owner creates a track view, the track view is actually created in the owners account.
