what is operationDashboard.exe and do I need it?

We have a wpf application that hosts ESRI map. One of the requirements is to have measure tools in it. I was able to use code found at http://help.arcgis.com/en/webapi/silverlight/samples/start.htm#UtilityActions ...modified it for WPF. In my bin folder, I noticed OperationsDashboard.exe and if I remove it, I get build error.

So my question is:

1. What does this exe do?

2. Are there any ways to get around it for the kind of features i am trying to add?
