I have heard that there is a widget for pulling tweets into Operations Dashboard, but have not found the correct resource for how this is being done. Any advice?
Operations Dashboard hasn't released anything that would directly interact with Twitter feeds, but Esri does have an App that you can customize and build to show tweets:
Add tweets to your web map | ArcGIS Blog
