User Storage Quota is different for some users

Question

I've used the ArcGIS Online API to access our organization's user information.  Some of our users have a storage quota of 100GB, while others only have a storage quota of 2GB.  Does anybody know why this is or how we can change the storage quota of users?  It is not tied to the user type and appears to be randomly assigned.

I never got an answer, but now we can assign default credits to our users.  We start with a low number of assigned credits and have users demonstrate needs before we up their allocation.  These days we use Portal more than AGOL, so credit usage hasn't been an issue for us yet.
