Are you applying this to CAD Polygons? The complete street as it stands now only operates on centerlines (Street Graphs).

Oh I see.... No I'm not using CAD but polygon from ArcGIS. Maybe I am be able to extract their centerlines in ArcGIS..
You can also just draw streets using the editing tools if using the centerlines is too much of a hassle. I sometimes do this for small scenes.
