How to Export DEM to Industry Foundation Class STEP File

A staff member is wanting to have a diorama made based off the DEM of their area.

A company has been found and they are asking for the shape of the DEM / diorama to be via a STEP file.

I can't work out how to go from ESRI to STEP

Any ideas?
