How to enable Query Attachments capability of a feature service, served by ArcGIS Enterprise 10.6.1? Editing via admin-services-..-Extension-FeatureServer do nothing. Just hope this capability is available not only for hosted services...

Sure, but I need this capability on arcgis server enterprise (which is available for hosted portal services). Because one of the pitfalls is that attachments in popups in apps are not visible as pictures with the newest js api, but just as empty thumbnails...
I think you need ArcGIS 10.7.1 but I might be wrong as I don't have the version you mentioned. Definitely 10.7.1 or higher has the feature you are after.
