Hello,
For the past few years I've used this link (https://www.arcgis.com/apps/mapviewer/index.html) to identify which administrative ward an address is located in for Somerville, MA. I haven't used the map in several months and when I tried clicking on it today it said, "Unable to add layer. Item does not exist or is inaccessible." When I tried entering an address for Somerville the ward layer did not show up.

That link just takes you to an empty map viewer. Do you know who "owned" that map or layer before?It is possible that the owner removed public access to it.
The state of MA does have a wards layer published so you could swap out the broken layer for this one-

Oh wow, thanks for this! I don't know how to add a layer to these maps (I'm just a user, not a coder!) but maybe I can find someone else who knows how.

Yeah, as Tim links, it's pretty easy. Just copy the second URL I posted (the one that ends with a zero) and then in your map viewer, click the plus symbol in the upper left and select "Add Layer from URL" and paste in the URL you copied. That will then add it to your map and you can adjust symbology and popups as you see fit.
