Pulldata for choices

I am looking to build a workflow through Survey123 to add records on a hosted feature layer. Every month, a surveyor should be able to select a ward, and then get a list of encampment sites (which were submitted in the prior month) for that ward. The surveyor would then verify the information/update the record (if the encampment is still present or gone) and then this should get saved on the hosted feature layer as a new entry for the current month.

My thoughts are you may want to look at using a combination of FieldMaps and Survey123.  The issue I see with just using Survey123 is the part where you want the return visit information as a new entry. Presumably you only want each ward's data only input once and all the encampment data related to the ward it is located in. You could do this using the inbox and repeats but the problem would navigating/identifying the appropriate encampment, especially if there are multiple active encampments within a ward.

Not an expert in fieldmaps but I believe you could setup the feature service  as a ward to encampment relationship.   Users could navigate to the ward on a map to see and review active encampments within that ward, once an active encampment is selected, you could configure a url to open Survey123 to collect new data on the encampment, pulling in appropriate info from the previous entry.  When you build your Survey123 form, you would point it to the encampment layer.

Other similar options could be doing  similar to described above, but using dashboards or experience builder, depending on field collection devices and online accessibility.

Going the search/pulldata route, an option that might work would be to Collect a new entry each time. Build your form using  Search()  for ward, and then Search() encampment filtered by ward, and then populate fields you want reviewed from the last inspection using pulldata (@layer) based on the encampment selection.
