Is there a tool similar to Google Street that works in AGOL EB?

From what I can see this is no longer a violation of the Googles ToS for EEA customers (European Economic Area) since 8 Jul 2025 after the removal of the "No use with non Google Maps" provision?

The Oriented Imagery Widget is the built-in Google Street View equivalent.

If you can use Custom Widgets, someone just posted a Mapillary Widget.

Note that directly using Google Street View in Experience Builder is a violation of Google's Terms of Service.
