Unable to remove public data collection notice in layer overview

I've run into a strange issue. I have a public layer of local health departments in AGOL with editing disabled. In the Overview tab though, it says 'Public data collection', tooltip stating it's enabled. I don't know where that came from; editing, much less public editing, was never enabled.

Anyway, I can't get rid of it. I removed public sharing, but that didn't help. Any ideas on what happened and how I can fix it? Thanks.

We can disable Public data collection for the item from the Settings tab.

Disabling this setting should remove the "Public data collection" badge for the item from the Overview page. Please let me know if that resolves the issue for you or if you have any follow up questions.

Thanks @DebapriyaPaul. I don't know how that got enabled. One thing ESRI might want to look at is that the setting states 'Approve this layer to be shared with the public when editing is enabled.', butediting was not enabled This is misleading when the Overview says it is. Maybe disable public data collection whenever editing is disabled?

Thanks @EmilyGeo . The public data collection tab was enabled, although I don't know how or why, and can't believe I missed that, but editing was not enabled

Any item that is shared with everyone (public) would not allow enabling editing, if it's not enabled to allow public data collection. This is to help avoid accidental edits and ensure that the data isn't corrupted or lost. I am wondering if the item was enabled for editing at some point?

By design, disabling the capability to edit does not automatically disable public data collection by default. Even though we see the badge for the item, it would not allow us to edit the layer. The workflow to disable public data collection is outlined in the documentation here.
