Map Viewer Rendering/Performance Issues for Utility Maps

I have been having consistence issues with the new map viewers display performance for utility related web maps. Has anyone else been noticing issues with features not populating seamlessly when navigating in new map viewer? The old map viewer did not have this issue and when converting to the new map viewer I see an immediate downgrade in performance. Below are links to past LinkedIn posts I had related to this issue.
