if just search number, 5731, without any letter, it failed.
It should list all the address start with 5731.
if search 5731 with at least 1 letter, suggest api works fine.

It isn't clear from your post which locator you are using or how that is configured, so check your installation. If I run a similar query against the ArcGIS World Geocoding service it seems to work fine:

I get 10 results.

Does the number need to be wrapped in quotes to indicate that it's a string? I assume that's what adding a letter does.
