Error code 403 when trying to publish hosted feature layer

Question

I'm getting error code 403 when trying to publish a hosted feature layer: "User does not have permissions to access 'hosted/hfl_name.mapserver'., Access to this resource is forbidden, regardless of authorization."

The service definition is publishing, but not the feature layer.  The account I'm using is one of the main publishing accounts for my organisation (Creator user type and Publisher role).

Hello! I'm publishing to ArcGIS Server/ArcGIS Enterprise (Portal), and copying the data as our server doesn't have an ArcSDE data server connection. 
The problem has fixed itself over the weekend thankfully. My colleagues think that the weird error was due to memory issues on the server.

Are you publishing to ArcGIS Online or to an ArcGIS Server/ArcGIS Enterprise? For ArcGIS Server in production environments there is a configuration setting to 'not copy data'. In those environments the feature service is published but the data is coming from your ArcSDE data server. The intent is to prevent the 'copy' of data out of the organization onto AGOL or an ArcGIS Enteprises server (i.e., the FC is just connecting to your enterprise data set, not to a copy).
