Provide Ability to Fetch Vector Tile Attributes at the SDK Level

I would like to see a method that exposes the ability to fetch encoded attributes from a Vector Tile Package so that users can fetch attributes in addition to geometries when working with a Vector Tile.  The vector tile spec supports attribution: https://docs.mapbox.com/data/tilesets/guides/vector-tiles-standards/
