Arcgis 10.1 Feature Server Sync Operation

Hi,

I have been published my feature server and mobile server in arcgis 10.1. But when i am publishing feature server there is no sync checkbox seen in the supported operation lists in spite of my data is unregister. I need to use this operation for the download and sync my changes with android offline editor. For publishing feature server with sync enabled operation what should i do? can you help me please...
