thumbnails in pop-up broken when photo added through file upload option in desktop web form

I believe this is a bug. Survey123, Enterprise 11.3, web map (new or classic) pop-up...

I have a survey, where photos are taken and stored as repeats
If the survey and photo is captured with the mobile app, either with the camera or the file upload option, the photo thumbnail appears in the pop-up when the layer is added to a web map and user clicks on a point to get the pop-up
However, if the survey is submitted through the desktop web form, and the photo is uploaded through the file upload option, the link to the photo thumbnail in the pop-up is broken.
