support VRT and online hosted COG (.tif) in ArcGIS Online

As the title suggests: please add an option to add raster as vrt and cloud optimized geotifff (.tif) to ArcGIS Online. As rasters tend to become quickly big, it's crucial that the files can be stored on a platform other than ArcGIS Online, like Apache 2 Server, so that no costs (credits) arise when the rasters are used in ArcGIS Online.
