Streetmap Premium 2024.3 Geocoding results

I geocoded the same dataset in two environments with the USA Locator from the Streetmap Premium 2024.3 USA.mmpk.  In one environment, I had about 10,000 unmatched records.  In the other environment, I had over 2 Million unmatched records!!!!    What could account for the difference?    Anyone from the Esri Streetmap Premium team can help???   Anyone else experience similar issue???    Frustrating results!

Please include details about the two environments, including if the locators being used are local to the machines or if they are accessed from a network location. What is the location of the table that is being geocoded?
