Sign In Pop Up on Publicly Shared App

Question

Hello - Users get re-directed to the sign in screen on a publicly published app. Users are able to access the publicly published web map that is attached to the app.

I have made sure everything associated with this app is shared to the public.

Any ideas on why this may be happening? Hoping someone has ran into this issue and found a solution that they can share.

I am running ArcGIS Pro 3.3.1, Portal 10.9.1.

Use the browser dev tools to look at the network logs. If you look at the requests that come before the prompt for authentication, you should find the culprit.
