Add property to Map Viewer to prevent users rotating the map

We have a situation where we have a map used by members of the public and we'd like to prevent them from rotating the map.  It seems like a simple addition to add a setting to the map properties to prevent rotation that is then carried through in to any apps etc. built using the map.
