vTPK custom extent automation - Successful

I have created a python script that automates the creation of vTPK(s) at a custom extent and user defined scale. I built two versions, each stand alone. One is built to use vector tile index, the second will process a index on the fly for your AOIs. I wanted to share it with the community if you can use it. I built in parameters so it's pretty open and easy to use.

Labels may be overprinted from your AOI. I did not find an easy solution for that issue. I did raise it to esri and they put in an enhancement ticket. ENH-000169523

I have successfully tested both on 148 AOIs.
