Add role privilege for "Mark as Authoritative" for non-admins

For custom roles please add a content privilege option that would allow non-admin users to be able to mark items as authoriative. I would like to enable staff that have designated as content managers for their departments to be able to mark items related to their department as authoritative without have to contact an administrator every time.

Came here looking for this specific topic. We have many data creators and custodians and it would just make sense to allow them to mark their own key datasets authoritative allowing not only admins, themselves, but the organisation of the status. I don't want to have to review every new dataset, make an approach to the owner, then ask if they want it flagged or not.
