New Role Permissions for Non Administrators

I believe there should be new role permissions for owners of objects and groups to reassign them to other organization members.   Right now the permissions to reassign content or groups requires the far too broad administrative version which allows the user ability to assign any group or content to any person.  

Would like to see a category for Owners to
Reassign Owned Group
Reassign Owned Content

I don't believe this should be allowed implicitly and should be a permission that some users can be assigned.
