Layout view stuck in pan mode in ArcGIS Pro ver. 3.2.2

Often getting stuck in pan mode in layout view. Escape button does not work. Have tried everything I can think of. Cannot select anything. Cannot select the view pane. Cannot select objects in layout view. I contacted ESRI customer support and they were no help.
