Need help building a aerial photo attribute table.

Need help building a aerial photo attribute table.  I built a attribute table and got a table with OID, Value, Count.

  

Photo information   c9_109.tfw, c9_109.tif, c9_109.aux.xml,  c9_109.ovr

I need a attribute table with aerial photo metadata information.

1. Put Mosaic down.
2. Enter polygon around each frame in said mosaic.
3. As drawn, these create a table of polygon information for each frame. In the format that the database wants.
4. Data gets uploaded to aerial database for said dataset correlating to each frame.

Again in theory this could just be done using arc pro and editor.
