Cannot zoom to feature using URL Parameter when referencing non Web Mercator projection Map Service

It seems this bug has been around for many years and still not resolved. We use a UTM coordinate system in our published Map Service. When using a Feature parameter in Dashboard (Enterprise 10.9.1) to zoom to a feature the map zooms to some random location in the equate. It seems to have trouble using the Map Service UTM coordinates.
