Hello!
I am making a Dashboard with a map inside of it but in that map I want to limit the access of turning off one of the layers inside the map. I want to be able to turn off/on the other layers I just want to make it to where this specific layer stays on and can't be turned off when using the dashboard. Is there a work around for this? Any tips are greatly appreciated!

Dashboard is synchronous with the web map saved-configuration. You need to set what layer is in the top and sort the other layer which one are the bottom. You can config visibility range so which layer will stay on or off in the certain range of scale Set transparency and visible range (Map Viewer)—ArcGIS Online Help | Documentation
