Support caching of PBF responses

When I follow the instructions in these links:

it only updates the Cache-Control response header for image and JSON format responses.
Given that FeatureLayers use the PBF format, my idea is for the cacheControlMaxAge property to also update the Cache-Control response header for PBF format responses.
