For awhile now, the World Topo Basemap has used a tiling scheme that goes down to zoom level 23 (1:70 scale) yet when publishing from ArcMap or ArcGIS Pro you can only create a cache down to zoom level 19 (1:1128). As a result many of our maps have cached data which disappears while the user can continue to zoom in. How do you match this tiling scheme?
It's a bit confusing because the documentation on the Topo Basemap says that it only goes to 1:1128 (attachment 1) but the service itself shows otherwise (attachment 2).
