Arcgis Rest API returning "Subscription is disabled, the item is not accessible" what does it mean how I can get the data

I was getting the data from this arcgis service but recently it started to fail with an error as a token is missing and when I added the token I got the following error:

does this means the data is no longer available now and can't be retrieved or does it mean that data was publicly available before and now its not public?

It means the ArcGIS Online subscription is no longer active, so yes, the items are no longer publicly available.
