Get data from street map in order to modify it locally

My goal is to have street data from a certain region(as line feature class) and then edit it locally and add our custom fields, finally publish it in our organization.

Is it possible to do this with a premium street map subscription?

What is the geodatabse file structure offered by street map premium?

I can 'sort of' answer your question as I am now finally wading into this pool.

You will have to subscribe to the Streetmap Premium "Custom Roads" edition, which allows you to add your own road content to the SMP routing data.  You should be able to publish this entire network to the Enterprise if you have the correct license.  You will need a minimum of ArcPro Standard to use the Custom Roads editing feature.   I am currently working through this process.
