ArcMap 10.8.2 Does not start properly

In Windows 10: ArcMap starts to load, gets a far as "Loading Document," then disappears. I have seen this question asked before, and I have renamed the template file, then changed the ESRI profile file to ESRI_Old, and these measures have not worked.

ArcCatalog will run correctly.

False alarm, I think. The problem turned out to be Windows UAC. The proximate cause is Microsoft's insistence on creating an online account before allowting local accounts. this can create confusion in software that is user-restricted.

A re-install of ArcMap solved the problem.

Thank you, but this PC has been running ArcMap for many years. The problem came with Widows 10. But see my reply above to my post.
