I have used Python in ArcGIS Notebook, and it is excellent. I was wondering if you can use JavaScript in ArcGIS Notebook? If so, does this behavior work out of the box as it does with Python?

ArcGIS Notebooks in ArcGIS Pro only support Python; no other language kernels (such as R) are supported.
