The Create a view layer option only works when it wants to

Question

Any reason why I have to create/delete this new layer multiple times until it actually successfully creates it? This is on 11.1.

There could be a lot of things that cause this, so to start with I would recommend checking if this occurs on other datasets as well as the ArcGIS Portal and Server logs.
