ArcGIS Pro Profile Graph is altering Z units

When using the Profile Graph tool on a 3D line feature class the resulting profile graph does not use the correct values for the y axis. The feature class uses meters for its Z data and meters are selected as the unit for the vertical axis of the profile graph.

Has anyone seen this before and know what might be causing it?
