I am trying to build a TPK. It is a aerial basemap with some roads and labels added. Everytime I build the TPK choosing JPK and zoom 19. The basemap completes but it has only built to zoom levels Zoom 16.
I have tried using IMG raster and also a enterprise geodatabase raster and same result only zoom level 16.
What could be causing this to occur?
