Quick question: I have a survey with several required fields. If I change some of these to not required and republish, will users who have survey drafts on their mobile devices still be able to submit those drafts?

Yes, this should be fine. Removing required should if anything make it easier for them to submit.
Just make sure you read any messages during republish, if you may have made other changes to the survey form.
