Option to rearrange order of layers in layers widget e.g. when adding WMS or other spatial data

So i use the Add Data widget and add an OGC-Service to my map experience. The new layer is added on top of my other layers that are listed in the layer widget. Problem: the new layer is hiding other layers and spatial information since the new layer is on top of the list. It would be great if i could rearrange the order of my layers in the layers widget so i can decide how and in which order the layers are displayed on the map. Imho it would also make sense being able to remove the temp layers from the layers list in the layers widget and not only in the Add Data widget.

This is especially an issue for adding imagery / raster layers, as it always sits on top and completely blocks out all the content underneath. We need the option to re-arrange the layers, or at a minimum there should be an option for rasters to be added underneath the other content.
