I currently only am able to work in browser while I wait for desktop version to be downloaded. I am looking to manually add a black option to the legend for 'correctional facilities'. Is there a way to do this without it being associated with a value on the legend?

How are you determining what features are symbolized with the Correctional Facilities symbol?
If those features fall out of range, in the Counts and Amounts style, there is an option to "Draw features with out of range or no value". Would that work?
