Offline Map Area Missing Related Map

Hi,

Has anyone gotten the message when creating an field maps offline area (Enterprise 10.9.1)?

Map area item 3564d06e7d0343a99cf72555f46bdf73 missing related map

Seems to have just started in the last couple of weeks. It appears to be something with the tiled esri basemaps for export, ie https://tiledbasemaps.arcgis.com/arcgis/rest/services/World_Imagery/MapServer
