Catalog Layers, new at ArcGIS Pro 3.1, mention the ability to function with definition queries. Do these also work with page definition queries? It seems to be greyed out when we try to utilize them. Thanks!

In ArcGIS Pro 3.1 it is not recommended to use catalog layers in a map series. In the help documentation it notes that they don't work. https://pro.arcgis.com/en/pro-app/latest/help/layouts/map-series.htm Since page definition queries are designed for map series they are also not available.
